Reworked in Season 11 — Supercell has confirmed Musketeer is getting new mechanics but hasn't published exact numbers yet. The stats and ability text below are what shipped before the rework and are still accurate until it lands.
Musketeer is a Rare, Noble-trait troop at 3 Elixir with no special mechanic attached — consistent single-target ranged damage is the entire identity. She's effectively the baseline every other ranged Rare troop in Merge Tactics gets measured against: reliable, unremarkable, and rarely a bad pick to fall back on.
