P.E.K.K.A. is an Epic, Boss-trait troop at 4 Elixir with very low attack speed but very high per-hit damage — no ability beyond that stat tradeoff. It's a pure damage-check tank: slow to swing, but each individual hit is heavy enough to threaten almost anything it connects with.
